Rationales of the Program
The civics and ethical studies, among others, aims basically to make moral education which is the engine and forceful tool for the cultivation of social and moral values and develop fundamental codes and principles of professional ethics. However, there are a number of factors that hinder the realization of these values efficiently and effectively. Among them, the most crucial factor is lack of trained professionals and teachers of civics and ethical studies who are professionally and academically qualified, competent, well informed and responsible graduates. Those who are currently serving in anti-corruption unites of government and nongovernmental offices and ethics officers and teaching civics and ethical education at the level of secondary schools are not professionally and academically qualified graduates of universities in civics and ethical studies. Hence they lack the necessary knowledge, skills and attitudes to provide quality civic and ethical principles in the society. Moreover, the program is needed to address the shortage of professional and responsible ethics and civic professionals who can be role models in the society. In other words, to produce Civic and Ethics professionals who are able to think critically aspire setting moral standards, professional ethics and building the love of work in their institutions as well as to bring about the desired social, political, economic and cultural progress which coincided with the idea of democracy and good governance as enshrined in the constitution of FDRE.
The need for increase the sensitivity of the Ethiopian society for saving, industriousness, self-reliance and active participants in the democratization process and formation of good governance as well as to disseminate the fundamental issues of the very subject matter of civics and ethics like civic rights and responsibilities, ethical principles, moral standards and dilemmas.
Finally the necessity to produce citizens who are constitutional patriots and who are ready to fight trends in moral erosion so as to enable the country to maintain its endogenous good moral values that enhance practical peaceful co-existence among diversified linguistic and ethnic groups in the country. In addition, it is believed that these moral and ethical officers, in turn could produce competent, responsible, well informed, and participatory citizens who are sensitive to the social needs, problems, challenges, and opportunities that prevail in the country. Also, they are thought to shape the mind and morality of citizens who comprehend and behave according to the laws of the country, and be self-governed, self-reliant, and self-controlled who would work socially efficiently without supervision.
It is high time that the Ethiopian education should aim at creating active, responsible and competent citizens who aspire to stand in harmony to the causes of peace, good governance, human rights, democracy, development and ethical values. Therefore, the general objective of this program is to produce experts of Civic and Ethics who are professionally and academically qualified. These professionals would also play essential role in shaping the attitude and behavior of society effectively and efficiently through engaging community awareness, serving governmental and nongovernmental organization in the field of ethics, anti-corruption, and developmental agents. They also serve as influential officers, fighting social evils and teach students as well as the community about those values highly cherished by the Ethiopian society due to their strong relevance for national as well as world peace and development. In short to provide the widest needs of the national market with graduates who have a good knowledge and competence in the vast area of Civic and Ethical Studies; who have developed a remarkable degree of civic capacity and moral standards so that they could play an exemplary role for the realization of sustainable development.
In order to achieve the desired goals which are expected from Civics and ethical studies the program revised its curriculum. The first revision took place two years ago during the process of modularization two years ago. The Second is in 2005; during the process of harmonization. The Programme of Civics and ethical studies participate actively in the harmonization of curriculums at national level organized by Ministry of Education. In the process courses were well clustered, some were merged, modified and cut out. Therefore it needs to be approved by the University’s authorized body.
